such person, shall be executed only by virtue of a power under a provision of law [and] only for the purpose of maintaining public safety or averting a public disaster, and fair recompense must have made to the injured persons also.

Section35.Persons do have full freedom of speech, writing, printing, and publication.

Restriction of such freedom shall be executed only by virtue of a provision of law [and] only for protecting the freedoms of other persons, or for avoiding a critical situation, or for maintain peace and order or morals of people, or for preventing moral decadence amongst the youth.

No printing house shall be closed nor printing shall be prohibited in order to curtail the freedom under this section.

No article nor [piece of] information in a newspaper shall be required to be submitted to an authority for check prior to publication, save during the time the Country is in a state of fighting or war,
