for protecting the convenience of people in using public places or for maintaining peace and order during the time the Country is in a state of fighting or war, during the time a state of emergency is announced by a royal command, or during the time the martial law is promulgated.

Section38.Persons do have full freedom to form an association, when its objectives do not violate the law.

The establishment of and the carrying out of affairs by an association are as provided by the law.

Section39.Persons do have full freedom to form a political party in order to carry out political activities through democratic process and in a manner not contrary to the regime of administration under this Constitution.

No legal provision relating to associations shall be applied to political parties.

Section40.Persons do have freedom to communicate with each other by means of postal service or other lawful means.
