or not having been appointed to take charge of ministries, must be jointly responsible to the National Assembly for the general policy of the Council of Ministers.

Section146.A Council of Ministers which engages in the handling of the public services of the State must address its policy to the House of Representatives and to the Senate, respectively. The House of Representatives shall pass a resolution of confidence or no confidence upon a Council of Ministers after the Council of Ministers has already addressed its policy to the Senate.

When a Council of Ministers addresses its policy to the Senate, the Senate may make observations and send them to the House of Representatives for the consideration of such chamber.

Section147.In the course of handling the public services of the State after having received confidence from the House of Representatives, the Council of Ministers may apply to the House of Representatives for reaffirming the confidence if there is a circumstance for which the Council of Ministers finds it appropriate [to do so]. In such an event, the provisions of section 146 shall apply mutatis mutandis.
