Reference is made to a petition for pardon submitted by a male convicted prisoner, Thaksin Shinawatra, stating the following: The Supreme Court of Justice’s Criminal Division for Holders of Political Positions passed judgment upon the prisoner in three cases. In the first, the Red-Number Case Omo 4/2551, the prisoner was adjudged to imprisonment for a term of three years for an offence against public functions. In the second case, the Red-Number Case Omo 10/2552, the prisoner was adjudged to imprisonment for a term of two years for an offence under the Act on Offences Committed by Workers of State Organisations or Agencies. The punishments in the first and second cases were merged into each other, becoming an imprisonment term of three years. In the third case, the Red-Number Case Omo 5/2551, the prisoner was adjudged to imprisonment for a term of five years for an offence against public functions and a conflict of personal interests and public interests, totalling to an imprisonment term of eight years. The prisoner has served his term at the Bangkok Remand Prison for ten days. The remaining term is seven years, eleven months, and twenty days. The prisoner used to be a prime minister with duties to carry out the public administration of the State, through which he made beneficial contributions to the Nation and the people. The prisoner is loyal to the royalty. When prosecuted and adjudged to the said imprisonment by the court, the prisoner respected the process of justice, admitted his wrongdoings, repented his offences, and accepted the punishments as per the judgment. At present, the prisoner has an advanced age as well as health problems and illnesses which require him to receive treatments from specialised physicians.

Having been informed of the above, His Majesty hereby bestows His great mercy upon the male convicted prisoner Thaksin Shinawatra by decreasing his punishments according to the judgment to one year of imprisonment for him to undergo further, in order to allow him to continue using his knowledge, competence, and experiences to make helpful and beneficial contributions to the Nation, society, and people.
