Beginning at the intersection of present U.S. Route 52 and 3rd and 4th Streets in Minneapolis, then northwesterly over 3rd and 4th Streets and a new facility to the intersection of I-94, then northwesterly over I-94 to the intersection of present U.S. Route 52.
