28. Opening of diplomatic negotiations between Russia and Japan regarding Korea and Manchuria.
February 1904
6. Diplomatic relations broken off.
7. Japan seized Masanpho, Korea, capturing there the Russian torpedo boat Rasboynik.
8. Japanese torpedo boats attacked the Russian fleet outside Port Arthur, disabling the battleships Czarevitch and Retvizan and the cruiser Pallada, which were beached. The cruisers Novik, Askold, Diana, and Poltava were damaged below the water line but afterwards repaired, as were the battleships.
9. Attack on Port Arthur by Japanese warships; the Russian fleet was driven into the harbor, the battleship Poltava and cruisers Novik, Askold, and Diana being injured.
In Chemulpo harbor, Korea, a Japanese squadron sunk the Russian cruiser Variag, killing and wounding 53 of her crew. The torpedo gunboat Korietz was blown up at the same time by the Russians.
10. Japan formally declares war.
11. United States declares neutrality.
Japanese merchantman sunk by Vladivostock fleet.
12. Russian minister leaves Seoul guarded by Japanese troops.
China proclaims her neutrality.
13. Russian torpedo transport Yenisei blown up by accidental contact with mines in Talien Bay; officers and crew, numbering 95, were lost.
14. Torpedo attack on Port Arthur fleet, in which two Russian ships were damaged. Russian cruiser Boyarin sunk by mines and her officers and crew, numbering 197, lost.
16. Japanese fleet bombarded Port Arthur.
