Foreign governments.
Publications of the governments of foreign countries with which we have copyright relations are acceptable for registration.Exception:
Registration will not be made for statutes, court opinions, and similar official documents which are inherently uncopyrightable in the United States.

International governmental organizations.
Publications of international governmental organizations (e.g., the United Nations and its specialized agencies such as UNESCO, ECOSOC, FAO, WHO, or ILO or the Organization of American States) are acceptable for registration.VI.
Periodicals.
A disclaimer is not requested or a periodical despite the presence of some Government material in it. However, where an entire periodical appears to be an official publication of a Government agency, it will be questioned.
