Note.—In consequence of many and unavoidable engagements this Report has been withheld from the Printer to the present time. Since its delivery, January 21st, the meeting in Charleston has been repeated, and a Committee appointed to digest for publication a plan for the Moral and Religious Instruction of the Negroes in the Southern States. That plan will be prepared as immediately as time and circumstances will permit.
