ative body, or by reason of the necessity or urgency of their nature, are entitled to precedence over the main question (27) and over all subsidiary (93) and incidental (123) questions and are as follows in their order of precedence among themselves;[1]

81. This motion is the highest in ranks and takes precedence of all other motions.
