D., under-state, I feel sure, the proportion of agriculturists. It is quite impossible in a district like Bahraich that one-third of its population can be non-cultivators. It is probable that many of the castes whose names indicate a non -agricultural calling have been entered in the census papers as non-cultivators without any enquiry as to whether they actually follow that calling, or whether they do not combine cultivation with it. According to settlement returns the proportion of culturists to non-culturists is nearly 5 to 2 instead of 4 to 2 only.
