Since 1890 he has practiced law in Spencer, W.Va.; for three terms served as mayor of that city; and drafted and published his town's code of ordinances. In 1904 he was elected prosecuting attorney on the republican ticket. He is the author of Bishop's Municipal

Bishop, William Thomas, soldier, banker, physician, surgeon, author, was born Nov. 11, 1840, in Hummelstown, Pa. He graduated from the high school of Harrisburg, Pa.; and graduated from the Rush medical college of Chicago, 111. During the civil war in 1863-63 he served as a private, orderly, sergeant and as second lieutenant in Pennsylvania regiments. During the next ten years he was engaged principally in the banking business. Since 1879 he has practiced medicine in Harrisburg, Pa.; and since 18»6 has been medical examiner for the Pennsylvania railroad company. He has been surgeon of his post grand army of the republic; and is a prominent mason. In 1886 he was president of the Harrisburg pathological society; in 1888 was president of the Dauphin county medical society; and in 1897 was president of the American elctro-therapeutio association.

Bispham, David S., singer, composer, was born Jan. 5, 1857, in Philadelphia, Pa. He is a noted concert singer and dramatic bari-
