Finally, and more recently, a similar conference procedure has been adopted for various new and expanded industrial plants essential to the defense program. At these defense industry conferences, the factory managers or other authorized representatives outline the access-road requirements of the plants. To the date of this report, the Advisory Commission to the Council of National Defense has advised the Public Roads Administration that the following 55 plants or plant expansions arc of importance to the national defense:

- Elwood Ordnance Plant, Wilmington, Ill.
- Delco-Remy (division of General Motors), Anderson, Ind.
