may exempt a limited amount of improvements upon land, from taxation.
Sec. 3. The word "property" as herein used shall be defined and classified by law.
Sec. 4. The property of the United States, the State, counties, towns, cities, and other municipal corporations and public libraries, shall be exempt from taxation.
Sec. 5. All taxes shall be uniform upon the same class of subjects within the Territorial limits, of the authority levying the tax, and shall be levied and collected under general laws, which shall prescribe such regulations
