governments have been graduated by their principles, and the astonishing force of these principles in corrupting or purifying the characters of magistrates, had only been demonstrated in the persons of American governours and hereditary monarchs, it ought to invigorate the human mind to keep possession of the ground it has already gained, and to push its discoveries still farther into the political terra incognita.
