Compliance with this principle, it is emphasized, will establish only a minimum rate and indispensable order of construction of the system.

It will doubtless be desirable to exceed this minimum rate and depart from the indispensable order to realize earlier the benefits of safe and unobstructed traffic flow which construction to the proposed standards will insure, and, particularly in the immediate post-war period, "to utilize productively some of the manpower and industrial capacity then available," in accordance with the President’s farsighted objective.
