And we shall also, over the next eighteen months, bring about a reduction in the size and in the status, or at least seniority, of our diplomatic representation. This is independent of whatever we agree on the other three points. These are unilateral steps. These are the major points that I wished to discuss. We will have to discuss something about the Communique.
FMinister:
You will remember that I have promised to think up a few simple sentences to bring to your attention. But simple sentences are not easy to conceive and it is much more difficult to write a brief rather than a long Communique.
Kissinger:
Bernard Shaw said I didn't have time to write a short letter, so I wrote a long one.
