PREFACE
Documentary material showing the development of Soviet Foreign Policy in Europe from 1917 to the present time is given in this issue of International Conciliation, together with an explanatory introduction by Professor Max M. Laserson who selected and arranged the documents presented.
Professor Laserson, formerly of the University of Sr. Petersburg, Russia, and of the Graduate School of Economics of Riga, Latvia, is the author of numerous works dealing with questions of law and political science.
