It has happened that people occupied the factories, offices, schools, transportation depots, theaters, and at all these workplaces engaged in all imaginable forms of activity except the normal ones. In such cases all normal activity grinds to a halt. Such a situation constitutes a revolutionary situation as defined by classical revolutionary theory. The orders of the ruling authorities are nowhere obeyed. The authorities lose their decision-making powers.
