  1. All law enforcement, fire, and medical personnel, and members of the news media, as well as other personnel authorized by the City of Minneapolis, City of Saint Paul, the Minnesota Department of Public Safety, Minnesota State Patrol, or Minnesota National Guard, are exempt from the curfew. Individuals traveling directly to and from work, seeking exempt care, fleeing dangerous circumstances, or experiencing homelessness are also exempt.
  2. The Office of the Mayor of the City of Minneapolis shall designate the additional Minneapolis personnel that are exempt from the curfew pursuant to Paragraph 3 above.
  3. For purposes of this emergency regulation, "travel" includes, without limitation, travel on foot, bicycle, skateboard, scooter, motorcycle, automobile, or public transit, or any other mode of transporting a person from one location to another.
  4. For purposes of this emergency regulation, "public place" means any place, whether on privately or publicly owned property, accessible to the general public, including but not limited to public streets and roads, alleys, highways, driveways, sidewalks, parks, vacant lots, and unsupervised property.
  5. A violation of this emergency regulation is a misdemeanor offense and is punishable by a fine not to exceed $1,000.00 or imprisonment for not more than 90 days, pursuant to Minnesota Statutes, Section 12.45, and MCO Section 1.30.
