The c0ntroller may designate a supervisory peISOn on the scene to convey instructions.
CAUTION:
- "On Sight" operatiOn means that the train must be operated at a
speed, not exceeding 15 MPH, which will enable it to he stopped short of a train ahead.
Under all circumstances, responsibility rests with the employee operating the train for safe movement on a track which may be occupied by a train ahead or on which signal protection is not available.
