Sir Hudson Lowe (1760-1844), Governor of St. Helena from 1815 to 1821. One of his first acts upon his arrival was, upon his own responsibility, to raise the amount allowed by the Government for Napoleon's establishment at Longwood from 8,OOOJ. to 12,OOOJ. per annum. The Lowe papers are now in the British Museum (' D.N.B.,' vol. xxxiv.).
