2/	In view of the unexpected influx of refugees, the $45 million presently programmed for FY '55 may fall short by $15 million of anticipated needs.

4/	Comprised of $45.6 million to be reimbursed by the French for expenditures already made by the Vietnamese Treasury, if Embassy and French recommendations for settlement of 1954 military expenditures are accepted. This money will be available to be spent in CY '55 and CY '56.
