It is proposed that the "Task Force" pattern of operations of USOM/Laos be adopted. This program was designed to accommodate to the disorganize.d conditions after the Battle of Vientiane. The objective of the Task Force concept was to provide relief to non-infiltrated and liberated areas and to accelerate self-help in rural development activities. This program, despite numerous difficulties, has achieved satisfactory results to date and presents itself as a most convenient and realistic mechanism for the Presidential Task Force program for Vietnam.
In carrying out the foregoing, the cooperation of existing Vietnamese organizations should be utilized to the maximum. In particular the full cooperation of the military would be required.
