the Affent of the Lords, were enjoined and charged
by Writ to be before the King and his Council in the
fame Parliament at a certain Day, with fufr.cient In-
ftruflion and Information of all the Matter com-
prifed in the fame Petition, with full Power and Au-

• thority, under the common Seal of the faid City, to

anfwer for them, and the Commonalty of the faid
City, upon all Things contained in the fame Peti-
tion, and further to do and receive that which (hall ,
be ordained by the King and his Council in that Be-
half, upon a certain Pain limited in the fame Writ ;
the Tenour of which Petition, containing the Grie-
yances done to the faid Bifliop and Chapiter by the
People of the City of Lincoln, by Colour of their
Franchife, was fent to the faid Mayor and B dliffs
clofed within the faid Writ; and though the faid

' Mayor and Bailiffs, at the Day contained in the fame ' Writj came before the King and his Council in the ' Parliament aforefaid, yet they did not bring any fuf- ' ficient Warrant from the Commonalty of the faid ' City, as they had in Commandment by the faid ' Writ; and upon that our faid Lord the King, by ' the Affent of the Prelates and other Lords in the ' fame Parliament being, by Default of the Mayor, ' Bailiffs, and Commons aforefaid in that Behalf, hath ' proceeded and examined the faid Petition, and the ' Grievances therein contained: (2) And alfo becaufe The Inconveni- ' that a common Clamour hath been, that many of e ™ ies &n /'"! n .s ' the King's Lieges often have fuffered divers Injuries °f suit's ii Lin! ' in the faid City, becaufe in Refpeci: of Freeholds co i n i y t j, e ' within the fame City, Trefpaffes, Contracts, and People only of ' other Things rifing within the fame City, triable by the fame City. ' Affife, Jury, or Inqueft, have been tried by People ' of the fame City, which be fo favourable one to ano- ' ther, that they doubt not to make falfe Oaths, and ' that becaufe they be encouraged, forafmuch as they ' have not been before this Time convilf by Foreign- ' ers, by Colour of their Franchife:" ' (3) Our Lord 14H. 7. f. 13. the King willing, for the Caufes aforefaid, to pro- vide for the Quietnefs of the faid Church, and full Right to be done as well to the faid Bifhop, Dean and Chapiter, and their Succeffors, as to all other in Time coming, hath ordained and ftablifhed, in, that Behalf, that in Affifes, Juries, and all other Inquefts that {hall be taken between Party and Party, before the Mayor and Bailiffs of the fame City for the time being, if any of the Parties feel himfelf grieved of a falfe Oath made by fuch Affife, Jury, or Inqueft, the Attaint fhall be granted to him, and the Record fent by Writ into the King's Bench, or into the Com- mon Pleas, (4) and that the Sheriff impanel the Ju- ry of fuch Attaint of Foreigners of the County, with- out fending to the Franchife of the faid City, and that the Juftices fhall take the fame Jury of the fame Fo- reigners, notwithftanding any Franchife granted to Ex J> !a ' : "" ! <>xi the fame City, or other Ufage to the contrary.' f™* % H - * l3fl.6.C2.
