I ITEM, Becaufe the Weavers within this Realm be and heretofore have been accuftomed, that when they wrought a Cloth near the EnJ, to cut away for their private Profit the Thread which is left unwoven, and call the fame Thrums, and to the great Deceit of the Owners of the fame Cloths, they fell the fame Thrums to fuch Perfons which carry them into Flanders and other Places*, though the* Adl1 «»£■«* King have thereof no Profit of Cuftom nor Sublidy : MercUadasc. (2) For under the Colour of fuch Thrums divers Perfons, as well Strangers as Denizens, do ingrofs and gather in divers Parts of the faid Realm, great Quantity of Woollen Thread, called Woollen Yarn, and the fame do carry to the faid ftrange Parts, and thereof make good Cloths ; (3) fo that under this fubtil Colour the King is yearly greatly defrauded of his Cuftoms anJ Subfidies, which ought to rife to him, if they were fully wrought within the faid Realm, or elfe if they were not wrought, but in Woolls brought to the Staple of Calais:" ' (4) Wherefore it is ordained, That no Man fhall carry or convey out of the faid Realm any Manner of Thrums, or Woollen Yarn under Colour of Thrums, upon Pain to forfeit the double Value of the fame.' 23 h. 6. c. 3* Bbbb a CAP.
