And be it further enacted by the Authority aforefaid, That if any Pcrfon or Perfons whatfoever, Counterfelti'ng fliall, at any 1 ime or Times hereafter, counterfeit or forge any Stamp or Mari<: to refemble any Stamp or Stamps Felony. Mark which fliall be provided, made, or ufed, in purfuance of this Aft, or Ihall counterfeit or refemble the Imprefiion of the fame, upon any Vellum, Parchment, or Paper, thereby to defraud her Majefty, her Heirs or SuccelYors, of any of the faid Duties on Vellum, Parchment, or Paper, or fhall utter, vend, or fell any Vellum, Parchment, or Paper vv'ith fuch counterfeit Mark or Stamp theieupon, knowing fuch Stamp or Mark to be counterfeit, or if any Perfon whatfoever fliall privately and fraudulently ufe any Stamp or Mark, thereby to defraud her Majefly, her Heirs or Succeffors, of any Duty upon Vellum, Parchment, or Paper hereby granted, then every Perfon fo offending, and being thereof convifted in due Form of Law, ftall be adjudged a Felon, and fhall fuffer Death as in Cafes of Felony, without Benefit of Clergy. CXVI. And be it further cnaiSted by the Authority aforefaid. That the faid Commiffioners for the time CoTimiflloners being, appointed to manage the faid Duties upon ftampt Vellum, Parchment, and Paper, fliall take Care to '"fiih flamf t that the feveral Parts of the Kingdom of Grecit Britain fhall, from time to time, be fufficiently furniflied Vellum, &c. with Vellum, Parchment, and Paper, flamped and marked as aforefaid, fo as the Subje£ts of her Majefly, her Heifs and Succefibrs, may have it in their Eledfion to buy the fame of the Officers or Perfons to be em- ployed by the faid Commiffioners at the ufual and mofl common Rates above the faid Duties, or to bring their own Vellum, Parchment, or Paper to be ftamped, as aforefaid, or to furnifli themfelves or others that ftal! have done the fame. CXVII. And for the better Diflribution of the faid Vellum, Parchment, and Paper, and that the Sub- Tiea fury tores jefts may have the fame with more Conveniency, and at an eafy Rate; Be it further enacted by the Autho- "' l^rlc-s on rity aforefaid. That the Lord High Treafurer of Great Brital?!, now or for the time being, or the Com- *j""P^ Vellum^ miffioners of the Treafury for the tinie being, fhall, once in every Year at the leaft, fet the Prices of ftampt Vellum, Parchment and Paper that it fhall be fold at; and that the Commiffioners for the faid Duties upon Vellum, Parchment and Paper, fliall ftamp the faid Price fo fet upon every Skin or Piece of Vellum or Parchment, or Sheet or Piece of Paper fo by them to be fold ; and that the fame Commiffioners fhall like- Allowance of wife allow and pay to every Perfon that fliall bring Vellum, Parchment, or Paper to the faid Head Office ^ pcCent. fos- to be fi:amped, in purfuance of this Aft, the Duties whereof hereby impofed fhall amount to the Sum of^'^°"°" ten Pounds, or upwards, after the Rate of fix Pounds in the Hundred Pounds per Annum for fix Months, upon prefent Payment of the faid Duties upon the faid Vellum, Parchment, or Paper, fo by them brought j and that any Perfons that fhall buy of the faid Commiffioners, or their Agents, Vellum, Parchment, or Paper, at the Head Office for ftamping the fame, the Duty whereof amounts to the Sum of ten Pounds, or upwards, {hall have the fame Allowance. CXVIIL And be it further enafted by the Authority aforefaid. That from and after the faid firfl Day of The Duty on Ad- Augujl one thoufand feven hundred and twelve, all and every Perfon and Perfons who fhall print or publifli, vertifements toi or caufe to be printed or piibliQied, any Advertifement or Adi'ertifements, fliall, within the Space of thirty 1"^ P^i vvithia Days after the Printing or Publication of fuch Advertifement or Advertifements, pay or caufe to be paid the 5° '-'^> Duty or Duties thereon, hereby charged, to the refpeftive Perfons to whom the fame are hereby appointed to be paid, (that is to fay) to the Receiver General, for the time being, of the Duties on ftampt Vellum, Parchment, and Paper, or his Deputy or Clerk, the faid Duties for all fuch Advertifements as fhall. be fo printed or publifiied within the Limits of the Weekly Bills of Mortality ; and to the next adjacent Head Officer, for the time being, appointed for Colleftion of the faid Stamp Duties, the faid Duties hereby charged for and upon all fuch Advertifements, as aforefaid, which fhall be printed or publifhed in any- Place out of thofe Limits ; and the Commiffioners and Officers laft-mentioned, or fuch of them to whom it fliall appertain, are hereby required, upon Payment of the Duties hereby charged on fuch Advertifement or Advertifements, without any other Fee or Reward, to ftamp with the proper iStamp, to be provided for that Purpofe, one Copy of fuch Advertifement or Advertifements, or to give a Receipt for the Duty or Duties hereby charged thereupon, in Teftimony of the Payment thereof; and in Default of fuch Payment Default of Pay*^ within the Time herein before for that Purpofe limited, the Printer or Publifher of every fuch Advertifement ■"="" forfeits (hall be liable to pay treble the Duties before by this Aft chargeable thereupon, to be recovered with Full '"'^ ^'* Duty,. Cofts of Suit. _ _ ' CXIX. And be it further enafted by the Authority aforefaid. That all pecuniary Penalties hereby im^ Pecuniary Pe- pofed, relating to the Duties on ftampt Vellum, Parchment, and Paper, or upon Cards, Dice, Pamphlets, na'ties to be oner or' Advertifements, (except fuch touching which other Provifions or Direftions are m.ade or given in this ^'^"^° '^'t^ " Aft) fhall be divided and diftributed, to wit, one Moiety thereof to her Majefty, her Heirs and Succeffors, tTthe'informer'^ and the other Moiety thereof, with f^ull Cofts of Suit, to fuch Perfon or Perfons as ftiall inform and fue for ' the fame in any of her Majefty's Courts at Wejimhijier, for Offences committed in Enoland, Wales, or Bsr- wick upon Tweedy and in her Majefty's Court of Seffion, Court of Jufticiary, or Court of Exchequer in, ScQtland, by Aftion of Debt, Bill, Plaint, or Information, wherein no Effoin, Proteftion, Privilege, or Wager of Law, or more than one Imparlance fhall be allowed. CXX. Provided always, and it is hereby enafted by the Authority aforefaid. That it fhall and may be Two or more . lawful to and for two or more Juftices of the Peace to hear or determine any Oiience againft this Aft, in Juftices to deter,^ or by the printing, felling, uttering, or expofing to Sale, within the Limits of the Commiffion by which """^^■*^'""'^'^* ' fuch Juftices of the Peace are or fhall be impowered to aft, any Pamphlet or Pamphlets, News Paper or 1 News Papers, not marked or ftamped as this Aft direfts ; which faid Juftices of the Peace are hereby au- thorized and required, upon any Information exhibited, or Complaint made in that Behalf, within three Months after any fuch Offence committed, to fummon the Party accufed, and alfo the V/itnefTes ojt either i Side, and upon the Appearance or Contempt of the Party accufed in not appearing (upon Proof of Notice i given) to proceed to. the Examination of the.
