XL1V. Provided always, and it' is hereby declared and cna£led by the Authority aforcfaid, That no Limitation of Perfon (hall be made liable to any Incapacity, Difability, Forfeiture or Penalty, by this Act impofed, in ' that Part of Great Britain called Scotland, unlefs Profecution be commenced within one Year after fuch- Incapacity, Difability, Forfeiture, or Penalty fhall be incurred. An Act for repealing the feveral Rates and Duties upon Victuallers and Retailers of Beer and Ale, within the Cities of London and Wefiminfter ^ and the Weekly Bills of Mortality ; and for transferring the Exchequer Bills unfatisfied thereupon, to the Duties for Licences to fell Spirituous Liquors and Strong Waters by Retail ; and alfo for enabling his Majefty to raife a certain Sum of Money for the Service of the Year one thoufand feven hundred and forty- three, to be further charged on the faid Duties for Licences.   • Aid to his Majefty, by laying a Duty upon all Ficluallers and Retailers of Beer and Ale, within the Cities of

' London and Wefiminfter, and the Weekly Bills of Mortality; and for prohibiting their fending Beer or Ale 1 out of their Houfes to diflant Places, in any Pots or Vejfels lefs than a Gallon ; and alfo for adding one hundred ' additional Hackney Chairs to thofe already licenfed, ana for applying certain Arrears of former Land-taxes, to- 1 wards the Supply granted to his Majefty, for the Service of the Tear one thoufand feven hundred and twenty-fix ;

  • and for appropriating the Supplies granted in this Seffion of Parliament) it was amongft other Things

' enacted, That from and after the twenty-fourth Day of June one thoufand feven hundred and twenty- ' fix, a Sum not lefs than one Pound, nor more than fix Pounds yearly, fhould be paid to his Majefty, ' his Heirs and SuccefTors, by every Victualler and Retailer of Beer and Ale, within the Cities of London ? and Weftminfter, or either of them, or within the Weekly Bills of Mortality; and that no Innkeeper,

  • Victualler, or other Perfon, within the Limits aforefaid, fhould prefume or offer to fell any Beer or

' Ale, without firft compounding for and obtaining a Licence from the Commiffioners of Excife for that

  • Purpofe yearly, in the Manner and at the Times in the faid Act directed, under the Penalties therein
  • mentioned, with divers Provifions and Directions in the faid Act contained, for the managing, collect-
  • ing, paying, and applying the faid Rates or Compofition-money, and Penalties refpedtively : And

' whereas the Governor and Company of the Bank of England did advance and lend into the Receipt of

  • his Majefty's Exchequer for the Ufe of the Publick, the Principal Sum of five hundred thoufand Pounds,
  • upon the Credit of the faid Rates and Duties to arife by fuch Licences, and on fuch Provifion as is ,

1 made in the faid Act, for making good any Deficiency that fhould happen thereby, at an Intereft after ' the Rate of three Pounds per Centum per Annum : And whereas it hath been found by Experience, that ' the leavying and collecting the faid Duty hath been attended with many Inconveniencies, and doth not

  • anfwer the Ends propofed by the faid Act, infomuch that the Sum of four hundred eighty-one thou-

' fand and four hundred Pounds, Part of the faid Sum of five hundred thoufand Pounds in Exchequer

  • Bills, made forth in purfuance of the faid Act of the twelfth Year of his faid late Majefty's Reign ftill
  • remains unfatisfied ; and the faid Governor and Company of the Bank of England have confented and
  • agteed, that the faid Sum of four hundred eighty-one thoufand four hundred Pounds in Exchequer

' Bills now charged on the faid Rates and Duties on Victuallers and Retailers of Beer and Ale, fhall be ' transferable to, and charged upon, and made payable by and out of the Duties payable to his Majefty . ' for Licences'to (ell Spirituous Liquors and Strong Waters in purfuance of another Act pafTed this pre- ' fent Seffion of Parliament :' Now we your Majefty's moil dutiful and loyal Subjects, the Commons of Great Britain in Parliament afiembled, being defirous to eafe your Majefty's Subjects, by taking off the faid Rates and Duties on Victuallers and Retailers of Beer and Ale, within the Limits aforefaid, and at the fame Time to fecure the Creditors of the Publick from any Injury and Damage they might fuffer thereby, and having further refolved, in order to raife the Supplies neceffary for the Service of the prefent Year, in the leaft burthenfome Manner, to give and grant to your Majefty the Sum of five hundred and eighteen thoufand fix hundred Pounds, to be raifed upon the Duties arifing by the faid Licences to fell Spirituous Liquors or Strong W aters > n Mariner .herein after mentioned; do moft humbly befeech your Majefty, that'it may be enacted ; And be it enacted by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and.
