XXXI. Provided always, That any Perfon or Perfons pofleffed of fuch Stock, with the Annuity or Annuities, may Annuities attending the fame, or any Eftate or Intereft therein, may devife the fame by Will in Writing hed "><«i ; attefted by two or more credible WitnefTes ; but that fuch Devifee fhall receive no Payment thereupon, t«d*nth Of" till fo much of the faid Will as relates to the faid Stock or Annuity be entred in the faid Office; and in a". XXXIII. XXXIV. Provided always, and it is hereby enacted by the Authority aforefaid, That the Commiffi- %%^™f" oners of the Treafury, or any three or more of them now being, or the High Treafurer, or any three or ° LL^"^^ more of the Commiffioners of the Treafury for the Time being, fhall have Power, and they are hereby Salaries forthc authorized to fettle and appoint fuch Allowances (out of the Contributions to the Lottery herein before ieveral Officers. mentioned) as they fhall think juft and reafonable for the Service, Pains and Labour of the Receiver or Receivers of the Contributions to the faid Lottery, for receiving and accompting for the fame; as alfo for the Service, Pains and Labour of the Cafhier or Cafhiers of the Governor and Company of the Bank of England, for receiving and accounting for the Contributions to the Annuities granted by this Act; and alfo fuch further Allowances out of the Rates and Duties on Low Wines, Spirits and Strong Waters, appropriated by this Aft, as they fhall think juft and reafonable for receiving, paying and accompting for the feveral and refpeftive Annuities payable in refpeft thereof; and alfo for the Service, Pains and Trou- ble of the Accomptant General of the faid Governor and Company, for performing the Duty and Truft incumbent on him by this Aft ; all which Allowances hereby impowered to be made as aforefaid, in re- fpeft of the Service, Pains and Labour of any Officer or Officers of the faid Governor and Company, fhall be for the Ufe and Benefit of the faid Governor and Company, and at their Difpoial only; any thing herein contained to the contrary notwithftanding. XXXV. And it is hereby enacted by the Authority aforefaid, That if at any Time or Times the Pro- duce of the faid Rates and Duties on Low Wines, Spirits and Strong Waters, fhall happen to be fo low or deficient as that the Monies arifing thereby into the Exchequer fhall not be fufficient to pay and dis- charge the feveral and refpeftive Annuities, and other Charges by this Aft direfted to be paid thereout, at the End of either of the refpeftive half-yearly Days of Payment, at which the fame are hereby direfted to be paid ; then and fo often, and in every fuch Cafe, fuch Deficiency or Deficiencies fhall and may be Manner of pay. fupplied out of the Overplus Monies that fhall or may happen to arife and be paid into the Exchequer, in ing Deficiencies, any of the fubfequent half Years, as the faid refpeftive Annuities fhall from Time to Time become due and payable; and in cafe fuch Overplus Monies fhall not be fufficient to fatisfy the Deficiencies hereby intended from Time to Time to be paid thereout, that then and in every fuch Cafe, the Deficiencies fo f.om Time to Time happening, fhall from lime to Time be anfwered and made good by and out of the firft Supplies which fhall be granted in Parliament next after fuch Deficiencies fhall appear; and in cafe no fuch Supplies fhall be granted within fix Months next after fuch Deficiencies fhall happen,_ then the fame fhall be made good out of any the Monies which at airy Time or Times fhall be or remain in the Receipt of the Exchequer, of the Surpluffes, ExcelTes or Overplus Monies, commonly called the Sink- ing Fund (except fuch Monies of the fame Sinking-Fund as are appropriated to any particular Ufe or Ufes by any former Act or Afts of Parliament in that Behalf) and fuch Monies of the faid Sinking Fund fhall and may be from Time to Time ifliied and applied accordingly.
