' V. And whereas great Numbers of News Papers, Pamphlets, and other Papers, fubject and liable ' to the Stamp Duties, and which are not duly ftampt according to Law, are daily fold, hawked, carried
- about, uttered, and expofed to Sale by divers obfeure Perfons, who have no known or fettled Habita-
' tion, to the great Lofs of the fair Trader, and the Prejudice of his Majefty's Revenue ; and as feveral ' Doubts and Difficulties have arifen, relating to the Execution of the Laws formerly made, and now in ' Being, for preventing of fuch Practices, and puniihing the Offenders:' Wherefore for remedying and „ . preventing fuch Abufes and Offences for the future, and rendering the Laws more effectual in that Be- take up°Hawkers half; It it further enacted by the Authority aforefaid, That in cafe any Perfon or Perfons fhall, from and of unftampt after the firft Day of May one thoufand feven hundred and forty-three, fell, hawk, carry about, utter or News Papers; expofe to Sale any News Paper, or any Book, Pamphlet or Paper, deemed or conftrued to be a News and any Juftice p a p e r, within the Intention and Meaning of any of the Acts of Parliament, relating to the Stamp Duties them^'the now * n F° rce ' not being ftampt or marked, as in the faid Acts are directed or appointed, it fhall aud Houfe of Cor- ma y be lawful for any Juftice of the Peace to commit every fuch Offender, being thereof convicted be- reflion for fore him by their own Confeffion, or by the Oath of one or more credible Witnefs or WitnefTes, to the three Months. And whereas by an Act made in the feventh and eighth Years of the Reign of King William 7 ^'"s 3 ' ° 3 s' ' l ^ e Third, for encouraging the Linen Manufacture of Ireland, and bringing Flax and Hemp into, and . .- . . c t jj e [^ai^g f g a ;j Cloth in this Kingdom, it is amongft other Things enacted, That it fhall be lawful ' to import into England directly from Ireland, all Sorts of Hemp or Flax, and all the Production there- c of, as Thread, Yarn, and Linen of the Growth and Manufacture of Ireland, free from all Manner of ' Cuftoms, Duties, and Impositions, the Matter or other chief Officer of the Veffel importing the fame, ' bringing with him or them a Certificate or Certificates from the chief Officer or Officers of the Port or ' Ports in Ireland, where fuch Goods fhall be put on Board, expreffing amongft other Things the Name ' or Names, Place or Places of Abode of fuch Perfon or Perfons, that fhall have fworn the Goods therein ' mentioned, to be bona fide of the Growth and Manufacture of the Kingdom of Ireland, without Fraud ' or Covin: And whereas the Manufactures of Thread, Yarn and Linen are greatly increafed, and there ' is not a fufficient Growth of Hemp and Flax in Ireland to make the fame, fo that the obliging Perfons ' to fwear, that fuch Manufactures are made of the Growth of the faid Kingdom" of Ireland will prevent 1 the Importation thereof into England, and be a great Difcouragement io the faid Manufactures ;' There- fore be it enacted by the Authority aforefaid, That in cafe the Certificate directed by the faid recited Act of the feventh and eighth Years of the Reign of King William the Third, to be brought by the Mafter or chief Officer of any Ship or Veffel importing from Ireland any of the Manufactures made there of Hemp or Flax into England, fhall exprefs the Name or Names, Place or Places of Abode of the Perfon or Perfons who fhall have bona fide fworn the fame to be of the Manufacture oi Ireland, without Fraud or Covin, and the other Directions in the faid recited Act of the feventh and eighth Years of the Reign of AH Manufz*- King William the Third (excepting the Exporter or other Perfon fwearing fuch Goods were of the Hem ™r%°x in Growth of Ireland) fhall be purfued ; it fhall and may be lawful, from and after the twenty-fourth Day Ireland° r to be °^ J ur,e one thoufand feven hundred and forty-three, to import directly from Ireland into England any imported Duty- Manufactures made of Hemp or Flax in Ireland (as may now by Law be imported into England) free free. from all Manner of Cuftoms, Duties and Impofitions ; any Thing in the faid recited Act of the feventh and eighth Years of the Reign of King William the Third contained to the contrary thereof in any wife notwithftanding.
