And whereas the Laws now in being are not fufficient for the Prefervation of the Banks, Flood-gates, Sluices, and other Works belonging to Rivers and Streams made navigable by Act of Parliament, and for the"' maintaining the Navigation on fuch Rivers and Streams ; Be it therefore enacted by the Authority aforefaid, That from and after the palling of this Act, if any Perfon or Perfons who (hall da- Perfons fhall wilfully or malicioully break, throw down, damage or deftroy any Banks, flood-gates, mage any B t" ks ( v Flo .° tI ~ Sluices, or other Works, or open or draw up any Flood-gate or Flood-gates, or do any other wilful belonging °o RivereVc. An Ait for granting to his Majefty a certain Sum of Money out of the Sinking Fund, for the Service of the Year one thoufand feven hundred and fixty-four ; and for pre- venting, in certain Cafes, the obtaining of Allowances in refpect of the Leakage of Wines imported into this Kingdom ; and for making forth Duplicates of Exchequer Bills, Tickets, Certificates, Receipts, Annuity Orders, and other Orders, loft, burnt, or otherwife deftroyed. Mofi Gracious Sovereign, WE, your Majefty's mod dutiful and loyal Subjects, the Commons of Great Britain, in Par- Preamble, liament affembled, towards raifing the neceffary Supplies which we have chearfully granted
- to your Majefty in this Seffion of Parliament, have refolved to give and grant to your Majefty the
T Sum herein after-mentioned ; and do therefore moft humbly befeech your Majefty, that it may be ' enacted ;' and Be it enacted by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That by or out of fuch Monies as fhall, from Time to Time, be Towards raifing .the and remain in the Receipt of the Exchequer, of the Surpluffes, Exceffes, Overplus Monies, and Supplies granted, there other Revenues, compofing the Fund commonly called The Sinking Fund, after paying or referving niaybeuiued out of the fufficient to pay all fuch Sums of Money as have been direded by any former Act or Ads of Parlia- „ " t ^ J^' " ment to be paid out of the fame, there fhall and may be iffued and applied, for and towards making 2 000 coal.-, good the Supply granted to his Majefty for the Service of the Year one thoufand feven hundred and fixty-four, a Sum not exceeding two Millions ; and the Commiffioners of his Majefty's Treafury, or any three or more of them now being, or the High Treafurer, or any three or more of the Commif- fioners of the Treafury for the Time being, are hereby authorized and impowered to iffue and apply the fame accordingly. II. And it is hereby enacted by the Authority aforefaid, That in cafe the faid Commiffioners of Claufe of Loan for his Majefty's Treafury, or any three or more of them now being, or the High Treafurer, or any raifing the aforefaid Sura three or more of the Commiffioners of the Treafury for the Time being, fhall think it advifeable to of a ) oc °> 0001, raife the faid Sum of two millions, or any Part thereof, by Loans or Exchequer Bills, in manner herein after-mentioned, that it fhall and may be lawful to and for any Perfon or Perfons, Natives or Foreigners, Bodies Politick or Corporate, to advance or lend to his Majefty, at the Receipt of his Majefty's Exchequer, any Sum or Sums of Money not exceeding the faid Sum of two millions, upon the Credit of the faid Surpluffes, Exceffes, and Overplus Monies, or other Revenues compofing the Sinking Fund, and to have and receive Intereft for the Forbearance of the Money lent, fo as fuch Loans be allowed to be made by the faid Commiffioners of the Treafury, or any three or more of them now being, or the High Treafurer, or any three or more of the Commiffioners of the Treafury for the Time being, who are hereby authorized to iffue their Warrants for that Purpofe, as faft as fuch Loans fhall be warned for the Publick Service; and moreover, that no Money to be lent upon the Security of this Act, fhall be rated or affeffed to any Tax or Affeffment what- foever.
