legal protection of parliamentary privilege. The Government should urgently assess these to consider whether the threshold for sanctions is met. We also recommend that the Government:

  • improve its intelligence and analysis on the Wagner Network’s activities in a wider range of countries;
  • move faster and harder to sanction Wagner-linked actors, including those we list, and consider further sanctions on civilian enablers and corporate ‘frontmen’;
  • establish a regular mechanism for coordinating with allies over sanctions and prioritise travel bans to deter Wagner involvement, in particular working with Turkey;
  • urgently proscribe the Wagner Network as a terrorist organisation;
  • offer a genuinely compelling alternative to priority countries in need of security partnership and revive the previous commitment to channelling 50% of UK aid to fragile and conflict-affected countries and regions;
  • take a more strategic and coherent approach to addressing the challenges of the Wagner Network and other proxy ‘PMCs’ by establishing a taskforce and further empowering the Office for Conflict, Stabilisation and Mediation to protect UK interests.
