The empire is divided in respect of education into districts, each of which has a university, with a number of lyceurns, at which the young men intended to till civil offices are mostly instructed, besides gymnasiums, high schools, and elementary schools, varying according to area and population. The chief districts are those of Petersburg, Moscow, Ivharkof, Kasan, Dorpat, Kief, Odessa, Wilna, and Warsaw.
