The budget estimates of the years 18C6-70 uniformly set down the annual revenue at about 14,500,000/., and the exDenditure at slightly- less; but it was at the same time acknowledged in the financial statements that for years past there had been large annual deficits. These deficits of the decennial period 1859— (38 amounted to the following sums, according to reports made by the Grand Vizier: —
