Local Goveunment.

Each separate State has its own internal constitution, government, anil laws ; but inter-State customs duties are not permitted. Each has its governor and legislature popularly elected under rules similar to those of the Federation ; and the civil and criminal code in force in the Federal District prevail, with few exceptions (Vera Cruz and the State of Mexico), in the ditfL'ront States.
