Senor Ossorio, Civil Governor of Barcelona, declared that the strike was repared by elements of "Solidaridad Obre- by the group "Progreso," and by a few disorderly ra, persons. Senor Enciso, Civil Governor in the interim, declared that the movement was started to prevent the calling of reservists for the war.
