Even if a majority of the people of Ireland were made the owners of the soil, the injustice to the minority would be as great as now, and wages would still tend to the minimum, which in good times means a bare living, and in bad times means starvation. Even were it possible to cut up the soil of Ireland into those little patches into which the soil of France and Belgium is cut in the districts where the morcellement prevails, this would not be the attainment of a just and healthy social state. But it would make the attainment of a just and healthy social state much more difficult.
