Whereas the Secretary of State is a Minister designated(a)[1] for the purposes of section 2(2) of the European Communities Act 1972(b)[2] in relation to measures relating to general product safety;

Now therefore the Secretary of State, in exercise of the powers conferred on him by section 2(2) of that Act hereby makes the following Regulations:
