She is in the full enjoyment of Home Rule, having two chambers modelled on the principle of the British Constitution, the Legislative Council, corresponding to the House of Lords, and the Legislative Assembly, possessing all the powers and privileges of the House of Commons. Her capital, Melbourne, is a city, whose public institutions, principal churches and commercial buildings, will bear favourable comparison with those of the historic cities on the other side of the equator.
