FOREWORD.


This book has a long history. It was originally written more than a year ago in Russia, during the revolutionary disorders; my intention was to make clear to our soldiers the fundamental problems of the war. To our soldiers this book was dedicated.

I turned over the manuscript to a Russian publishing house, but I doubt that the book could have been published in Russia then. In the meantime I had to leave Russia for the West; on the journey through Siberia and across the Pacific I worked over a part of my manuscript into this book, which I now lay before the Anglo-Saxon public. I wrote without being able to consult the vast literature on the subject; only during the last revision of the manuscript could I make use of some American literature. But I repeat that my object was solely to discuss some of the fundamental problems raised by the war.
