Each state shall send delegates, according to the ratio, recommended by congress 3. to ascertain this point, let a census be taken in due time as the national legislature shall direct; within six 7ears from the first meet- ing of the legislature; and once in every term of ten years there- after 4. the census being taken and returned, the legis- lature shall apportion the representation: 5.
