On the question to agree to the first section of the fourth article as reported it passed unanimously in the affirmative It was moved and seconded to strike out the word "three" and to insert the word "seven" in the second section of the fourth article which passed in the affirmative [Ayes- IO; noes-- It was moved and seconded to amend the second section of the fourth article by inserting the word "of" instead of "in" after the word "citizen" and the words "an inhabitant" instead of the words "a resident" which passed in the affirmative [To strike out the word "of" and to substitute "in" after resident in the 2 sect. 4 article Ayes- 4; noes- 7. To postpone Mr motion in order to take up Mr Dickinsons Ayes -- 3; noes -- 8. To insert the word "three" Ayes -- z; noes -- 9.
