"two thirds of all the Members of the Senate to make a treaty" which passed in the negative [Ayes--3; noes--8.] It was moved and seconded to agree to the following amend- ment. "a majority of all the Members of the Senate to make a treaty" which passed in the negative [Ayes- 5; noes- 6.] It was moved and seconded to agree to the following amend- ment. "No Treaty shall be made unless two thirds of the whole number of Senators be present which passed in the negative.
