RECORDS OF THE FEDERAL CONVENTION 597 COMMITTEE OF STYLE credit, nor make any thing but gold or silver coin a tender in payment of debts, nor pass any bill of attainder, nor ex post facto laws, nor laws altering or impairing the obligation of contracts; nor grant letters of marque and reprisal, nor enter into any treaty, alliance, or confederation, nor grant any title of nobility. {(a)) No state shall, without the consent of Congress, lay imposts or duties on imports or exports, nor with such consent, but to the use of the treasury of the United States. ?7 Nor ?8 keep troops nor ships of war in time of peace, nor enter into any agreement or compact with another state, nor with any foreign power; nor engage in any war, unless it shall be actually invaded by enemies, or the danger of invasion be so imminent, as not to admit of delay until the Congress can be consulted. II. Sect. ?. The executive power shall be vested in a president of the United States of America. He shall hold his office during the term of four years, and, together with the vice-president, chosen for the same term, be elected in the following manner: ((a)) Each state shall appoint, in such manner as the legisla- ture thereof may direct, a number of electors, equal to the whole number of senators and representatives to which the state may be entitled in Congress: but no senator or repre- sentative shall be appointed an elector, nor any person hold- ing an office of trust or profit under the United States. ((b)) The electors shall meet in their respective states, and vote by ballot for two persons, of whom one at least shall not be an inhabitant of the same state with themselves. And they shall make a list of all the persons voted for, and of the number of votes for each; which list they shall sign and cer- ?7 Marginal note by Madison marked to be inserted at this point: "provided that no State shall be restrained from imposing the usual duties on produce exported from such State for the sole purpose of &fraying the charges of inspecting packing storing & indemnifying the losses on such produce while in the custody of public officers.
