article declares that Individual states shall not exercise certain powers, founded on the principles of the 6th. of the Confederation. A Council of revision is stated to be incorporated in his plan page 9. vide Art 11. for prohibitions—empowers Congress to raise troops; & to levy taxes according to number of whites & ⅗ of other descriptions.
