under section 27(2) of the Local Government Act, 1966(a)[1] for the purposes of advances under section 235 of the Highways Act, 1959(b)[2];

or

(b) by the Secretary of State in relation to Scotland under section 28(2) of the Local Government (Scotland) Act, 1966(c)[3] for the purposes of advances under section 8 of the Development and Road Improvement Funds Act, 1909(d)[4];

"hours of darkness" means the time between half-an-hour after sunset and half-an-hour before sunrise; and

"terminal sign" means a sign erected in accordance with the provisions of paragraphs 2(1) and (2), or 4, of the Directions contained in Part III of this Instrument but does not include any sign erected in accordance with paragraphs 2(3) and (4), 3 or 5 thereof.
