There are 350,000,000 Chinese, but they are not aware of the fact. As long as they have not counted themselves, they will not count for anything. They will not even exist by dint of numbers. 'Number off!' is the first word of command spoken by the drill-sergeant to his men. He is there and then teaching them the principle of societies. But it takes a long time for 350,000,000 men to number themselves. Nevertheless, Ular, who is a European out of the common, since he believes that one should be humane and just towards the Chinese, informs us that a great national movement is simmering in all the provinces of the huge empire."
