Title 3--The President Presidential Determination No. 2007-32 of September 13, 2007 Continuation of the Exercise of Certain Authorities Under the Trading With the Enemy Act Memorandum for the Secretary of State [and] the Sectreta\177y of the Treasmy Under section 101(b) of Public Law 95-223 (91 Stat. 1625; 50 U.S.C. App. 5(b) note), and a previous determination on September 13, 2006 (7\177 Fed. Beg. 54399), the exercise of certain authorities under the Trading With the Enemy Act is scheduled to terminate on September 14, 2007. I hereby determine that the continuation for 1 year of the exercise of those authorities with respect to the applicable countries is in the national inter- est of the United States. Therefore, consistent with the authority vested in me by section \1770\177(b) of Public Law 95-223, I continue for \177 year, until September \1774, 2008, the ex- ercise of those authorities with respect to countries affected by: (1) the Foreign Assets Control Regulations, 3\177 C.F.R. part 500; (2) the Transaction Control Regulations, 3\177 C.F.R. part 505; and (3) the Cuban Assets Control Regulations, 3\177 C.F.R. part 5\1775. Notice of September 20, 2007 Continuation of the National Emergency With Respect to Persons Who Commit, Threaten To Commit, or Support Terrorism On September 23, 200% by Executive Order \1773224, I declared a national emergency with respect to persons who commit, threaten to commit, or support terrorism, pursuant to the International Emergency Economic Pow- ers Act (50 U.S.C. \17770\177-\177706). I took this action to deal with the unusual and extraordinary threat to the national security, foreign policy, and econ- omy of the United States constituted by the grave acts of terrorism and threats of terrorism committed by foreign terrorists, including the terrorist attacks in New York, in Pennsylvania, and against the Pentagon committed on September l\177, 200% and the continuing and immediate threat of further attacks against United States nationals or the United States. Because the ac- tions of these persons who commit, threaten to commit, or support ter- rorism continue to pose an unusual and extraordinary threat to the United States, the national emergency declared on September 23, 200% and the measures adopted on that date to deal with that emergency, must continue in effect beyond September 23, 2007.
