The pro- liferation of weapons of mass destruction and the means of delivering them continues to pose an unusual and extraordinary threat to the national secu- rity, foreign policy, and economy of the United States; therefore, the na- tional emergency first declared on November \1774, 1994, and extended in each subsequent year, must continue. In accordance with section 202(d) of the National Emergencies Act (50 U.S.C. \177622(d)), I am continuing for \177 year the national emergency declared in Executive Order \1772938, as amend- ed. Notice of November 8, 2007 Continuation of the National Emergency With Respect to Iran On November \1774, 1979, by Executive Order \1772\17770, the President declared a national emergency with respect to Iran pursuant to the International Emergency Economic Powers Act (50 U.S.C. \17770\177-1706) to deal with the unusual and extraordinary threat to the national security, foreign policy, and economy of the United States constituted by the situation in Iran. Be- cause our relations with Iran have not yet returned to normal, and the proc- ess of implementing the January \1779, \17798\177 agreements with Iran is still un- derway, the national emergency declared on November \1774, 1979, must con- tinue in effect beyond November \1774, 2007.
