On July 28, 1998, the President issued Executive Order 13094 amending Executive Order \1772938 to respond more effectively to the worldwide threat of weapons of mass destruction proliferation activities. On June 28, 2005, I issued Executive Order \1773382 which, inler alia, further amended Execu- tive Order \1772938 to improve our ability to combat proliferation. The pro- liferation of weapons of mass destruction and the means of delivering them continues to pose an unusual and extraordinary threat to the national secu- rity, foreign policy, and economy of the United States; therefore, the na- tional emergency first declared on November \1774, 1994, and extended in each subsequent year, must continue. In accordance with section 202(d) of the National Emergencies Act (50 U.S.C. \177622(d)), I am continuing for \177 year the national emergency declared in Executive Order \1772938, as amend- ed. Notice of November 8, 2007 Continuation of the National Emergency With Respect to Iran On November \1774, 1979, by Executive Order \1772\17770, the President declared a national emergency with respect to Iran pursuant to the International Emergency Economic Powers Act (50 U.S.C. \17770\177-1706) to deal with the unusual and extraordinary threat to the national security, foreign policy, and economy of the United States constituted by the situation in Iran. Be- cause our relations with Iran have not yet returned to normal, and the proc- ess of implementing the January \1779, \17798\177 agreements with Iran is still un- derway, the national emergency declared on November \1774, 1979, must con- tinue in effect beyond November \1774, 2007. Therefore, consistent with sec- tion 202(d) of the National Emergencies Act (50 U.S.C. \177622(d)), I am con- tinuing for \177 year this national emergency with respect to Iran.
