Proclamations Proc. 8158 Proclamation 8158 of June 28, 2007 Suspension of Entry as Immigrants and Nonimmigrants of Persons Responsible for Policies and Actions That Threaten Lebanon's Sovereignty and Democracy By the President of the United States o/ Arnerica A Proc]umution In order to foster democratic institutions in Lebanon, to he]p the Lebanese people presetwe their soverei\365nty and achieve their aspirations for democ- racy and re\365ional stability, and to end the sponsorship of terrorism in Leb- anon, it is in the interest of the United States to restrict the internationa] trave], and to suspend the entry into the United States, as immi\365rants or nonimmi\365rants, of aliens who deliberately undermine or harm Lebanon's soverei\365nty, its le\365itimate \365overnment, or its democratic institutions, con- tribute to the breakdown in the rule of law in Lebanon, or benefit from policies or actions that do so, includin\365 throu\365h the sponsorship of ter- rorism, politically motivated violence and intimidation, or the reassertion of Syrian control in Lebanon. NOW, THEI\177EFOI\177E, I, GEOI\177GE W. BUSH, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States, includin\365 section 212(0 of the Immi\365ration and Na- tiona]ity Act of 1952, 8 U.S.C. 1182(0, and section 301 of tit]e 3, United States Code, hereby find that the unrestricted immi\365rant and nonimmi\365rant entry into the United States of persons described in section 1 of this procla- mation would, except as provided for in sections 2 and 3 of this proclama- tion, be detrimenta] to the interests of the United States. I therefore hereby proclaim that: Section 1. The entry into the United States, as immi\365rants or non- immi\365rants, of the followin\365 aliens is hereby suspended: (a) Lebanese \365overnment officials, former Lebanese \365overnment officials, and private persons who deliberately undermine or harm Lebanon's sov- erei\365nty, its le\365itimate \365overnment, or its democratic institutions, or con- tribute to the breakdown in the rule of law in Lebanon, includin\365 throu\365h the sponsorship of terrorism, politically motivated violence or intimidation, or the reassertion of Syrian contro] in Lebanon; (b) Syrian \365overnment officials, former Syrian \365overnment officials, and persons who meet the criteria for desi\365nation under section 3(a)(i) or (ii) of Executive Order 13338 of May 11, 2004, who de]iberate]y undermine or harm Lebanon's soverei\365nty, its ]e\365itimate \365overnment, or its democratic institutions, or contribute to the breakdown in the rule of law in Lebanon, includin\365 throu\365h the sponsorship of terrorism, politically motivated vio- lence or intimidation, or the reassertion of Syrian control in Lebanon; (c) Persons in Lebanon who act on behalf of, or actively promote the inter- ests of, Syrian \365overnment officials by deliberately underminin\365 or harmin\365 Lebanon's soverei\365nty, its le\365itimate \365overnment, or its democratic institu- tions, or contribute to the breakdown in the rule of law in Lebanon, includ- in\365 throu\365h the sponsorship of terrorism, politically motivated violence or intimidation, or the reassertion of Syrian control in Lebanon; 83
