Decisions

At its 27th meeting, on 27 March 1946, the Council adopted a proposal that the Iranian representative should be asked to "...appear at the Council on that we ma hear from his point of view concerning the question of postponement requested by the representative of the Union of Soviet Socialist Republics..." and invited the representative of Iran to take a place at the Council table.

Adopted by 8 votes in favour (no further voting took place).

At its 28th meeting, on 29 March 1946, the Council decided to request the Secretary-General to ascertain at once from the Governments of the Union of Soviet Socialist Republics and Iran, through their representatives, the existing status of the negotiations between them, and particularly whether or not the reported withdrawal of troops was conditional upon the conclusion of agreements between the two Governments on other subjects, and to report to the Council on 3 April 1946.

3 (1946). Resolution of 4 April 1946

The Security Council,

Taking note of the statements by the Iranian representative that the Iranian appeal to the Council arises from the presence of USSR troops in Iran and their continued presence there beyond the date stipulated for their withdrawal in the Tri-partite Treaty of 29 January 1942,^[1]

Taking note of the replies dated 3 April of the Government of the Union of Soviet Socialist Republics^[2] and the Iranian Government^[3] pursuant to the request of the Secretary-General for information as to the state of the negotiations between the two Governments and as to whether the withdrawal of USSR troops from Iran is conditional upon agreement on other subjects,

And in particular taking note of and relying upon the assurances of the USSR Government that the withdrawal of USSR troops from Iran has already commenced; that it is the intention of the USSR Government to proceed with the withdrawal of its troops as rapidly as possible; that the USSR Government expects the withdrawal of all USSR troops from the whole of Iran to be completed within five or six weeks; and that the proposals under negotiation between the Iranian Government and the USSR Government "are not connected with the withdrawal of USSR troops",

Being solicitous to avoid any possibility of the presence of USSR troops in Iran being used to influence the course of the negotiations between the Governments of Iran and the USSR,

A sa 27ème séance, le 27 mars 1946, le Conseil a adopté une proposition tendant à ce que le Conseil "...invite le représentant de l'Iran à se présenter devant lui pour exprimer son avis sur la question de l'ajournement proposé par le représentant de l'Union des Républiques socialiste soviétiques..." et at invité le représentant de l'Iran à prendre place à la table du Conseil.

Adoptée par 8 voix (il n'y a pas cu de contre-épreuve).

A sa 28ème séance, le 29 mars 1946, le Conseil a décidé d'inviter le Secrétaire général à s'enquérir immédiatement auprès des Gouvernements de l'Union des Républiques socialistes soviétiques et de l'Iran, par l'intermédiaire de leurs représentants, de l'état actuel des négociations entre les deux gouvernements, ct. en particulier, à s'efforcer de savoir si le retrait des troupes annoncé dépendait ou non de la conclusion d'accords entre les deux gouvernements sur d'autres questions, et à faire rapport au Conseil le 3 avril 1946.

Le Conseil de sécurité,

Prenant acte des déclarations du répresentant de l'Iran aux termes desquelles l'appel de l'Iran au Conseil est motivé par la présence de troupes de l'URSS en Iran et par leur maintien sur ce territoire au-delà de la date fixée pour leur retrait par le Traité tripartite de 29 janvier 1942^[4],

Prenant acte des réponses faites en date du 3 avril par le Gouvernement de l'Union des Républiques socialistes soviétiques^[5] et le Gouvernement de l'Iran^[6] à la demande de renseignements qui leur avait été adressée par le Secrétaire général concernant l'état des négociations entre les deux gouvernements et la question de savoir si le retrait des troupes de l'URSS de l'Iran est subordonné à un accord sur d'autres points,

Prenant acte, en particulier, des assurances données par le Gouvernement de l'URSS et s'appuyant sur ces assurances aux termes desquelles: le retrait des troupes de l'URSS de l'Iran a déjà commencé; il entre dans les intentions du Gouvernement de l'URSS de poursuivre le retrait de ses troupes aussi rapidement que possible; le Gouvernement de l'URSS s'attend à ce que le retrait de toutes ses troupes de l'ensemble de l'Iran soit achevé dans cinq ou six semaines; et les propositions en cours de négociation entre le Gouvernement de l'Iran et le Gouvernement de l'URSS n'ont pas de rapport avec le retrait des troupes de l'URSS.

Soucieux d'éviter que la présence des troupes de l'URSS en Iran ne puisse en aucun cas être utilisée pour influencer le cours des négociations entre les Gouvernements de l'Iran et de l'URSS,
